> [STUB] [NEEDS_SOURCE] [[jungsub-yoon-2017-policy-consistency-index-patent-citation-analysis]] 에서 제안된 정량 지표. *R&D activity inconsistency* 를 patent 의 weighted degree centrality 비중 변화의 sum of squares 로 측정, max-normalize 후 1 에서 뺀 *RDC index*. 정책 문서의 textual analysis 대신 *그 정책이 야기한 R&D 활동 패턴* 을 proxy 로 활용해 국가 간 비교 가능.
